Modération : l’idée de « Société civile » vue sous l’angle du PNUD

En tant que citoyen du monde, je ne peux qu’apporter une approche modératrice, sur l’idée de la « Société civile » vue sous l’angle du PNUD.

Dans mes participations sur les questions de Développement durable et de Croissance économique soutenue (DD/CES), j’accorde toujours une grande importance sur la diversité culturelle et la transversalité culturelle.

Ainsi le PNUD définit la « Société civile »:
“As the space between family, market, and state; it consists of non-profit organizations and special interest groups, either formal or informal, working to improve the lives of their constituents. Civil society organizations (CSOs) include local and international organizations, business and professional associations, chambers of commerce, groups of parliamentarians, media, and policy development and research institutes. As such, the economy, the state, religion, science, the family and community – each differentiated sphere of activity is a defining characteristic of modern civil society. It is exhibited by ‘public opinion’ and patterned by a set of institutions with distinctive practices like civility, equality, criticism, and respect”. “Human rights conventions affirm that all people are entitled to participate in government, either directly or through freely chosen representatives. Civic engagement, though an end in itself, can contribute to better governance by improvising accountability and transparency in government by monitoring the delivery of development resources.”

Synthesis of Lessons Leaned

Pour la Grippe aviaire en Afrique de l’Ouest, il n’y a pas un dynamisme systémique et systémal sur les échanges de l’information entre les différents acteurs. Bien que j’ai participé aux travaux du PACE (Programme Africain de Contrôle des Epizooties – Union Africaine / Union Européenne en 2004) et les 5e Rencontres Africaines de Biotechnologie (ASSITEB = Association Internationale des Techniciens Biologistes en 2004), il m’est beaucoup plus facile d’échanger avec le Secrétariat intérimaire en Australie sur l’Accord Agreement on the Conservation of Albatross and Petrels.

Je crois que ces indicatifs pourraient vous aider dans les projets et programmes de réduction de la pauvreté.
